The District has the authority to plan, design, construct, <br />or acquire, equip, maintain, and operate drainage facil ities and can <br /> <br />promulgate flood plain regulations. <br /> <br />A resolution adopting land use zoning districts within unincor- <br />porated areas of Boulder County was officially adopted by the Board of <br />County Commissioners in October 1965. Under Section XVII' of the resolution, <br />regarding floodplains, the county's jurisdiction includes all lands <br />adjacent to any creek, river, or stream within the county that would be <br />inundated by the lOa-year flood for that river or stream. The flood <br />regulatory area covers the lOa-year flood plain and is defined by computing <br />the lOa-year flood plain limits under existing channel and flood plain <br />conditions. Where deemed to be in public interest by the county, and to <br /> <br />promote wise use of the flood plain, the Flood Regulatory Area may be <br /> <br />subdivided into the Floodway Area and the Flood Storage Area. Subdivision <br />of Flood Regulatory Area into the Floodway Area and the Flood Storage <br />Area must not cause a lOa-year flood water surface profile rise of more <br /> <br /> <br />than one foot above that for the Flood Regulatory Area, (in light of the <br /> <br /> <br />uses of the subdivided area which are reasonably anticipated and will be <br /> <br /> <br />permissible after the subdivision is accomplished). <br /> <br />Computations for a theoretical floodway are included in an appendix <br /> <br /> <br />separate to the main report of this Flood Hazard Analyses. Data are in <br /> <br /> <br />tabular form and include floodway widths, cross sectional flow area, and <br /> <br />- 17 - <br />
