<br />(3) ~aTianc~s shall ~ot be issued within an designated flood way <br />If any Increase In flood levels during the base flood di$charge <br />would result, <br /> <br />(4) Variances shall only he issued upon a determination that the <br />variance is the minimlUTI ncces$ary, con$idcring the floot! hazard, <br />to afford relief, <br /> <br />(5) Variances shall only be issued upon: <br /> <br />(i) a showing of good and sufficient cause; <br /> <br />(ii) a determination that failure to grant the variance <br />would result in exceptional harQ~hip to the appli- <br />cant; and <br /> <br />(iii) a detennination that the granting of a variance \>Ii11 <br />not result in increased flood heights, additional <br />threats to public safety, extraordinary public expense, <br />create nuisances, cause fraud on or victirrrrzation of <br />the public as identified in Section 4,4-1 (4), or con- <br />flict with existing local laws or ordinances. <br /> <br />(6) Any applicant to whom a variance is granted shall be given written <br />notice that the structure will be permitted to be built with a <br />lowest floor elevation below the base flood elevation and that the <br />cost of flood insurance will be commensurate with the increased risk <br />resul ting from the reduced lowest floor elevation. <br /> <br />SECTICN 5, PROVISICNS FOR FLOOD HAZARD RWJCI'rON <br />5. 1 GENERAL STANDARDS <br /> <br />In all areas of special flood hazard.c;, the following standards are required: <br /> <br />5,1-1 ANGlORING <br /> <br />(1) All new construction and substantial improvements shall be anchored <br />to prevent flotation, collapse, or lateral movement of the structure <br />in accordance with sound engineering practices. <br /> <br />(2) All mobile homes shall be anchored to resist flotation, collapse, or <br />lateral movement by providing over-the-top and frame tics to ground <br />anchors.
