The purpose of the analysis was to:

I. Develop a HEC-2 model for the Uncompahgre River (station 624+90 to 712+30) 100-
year floodplain for existing channel conditions, and;

2. Evaluate the impacts of the proposed channelization project on the floodplain and
water surface profiles.

Authority and Acknowledgements

The work was performed for the Colorado Water Conservation Board (CWCB) and the City
of Ouray (City) under a purchase order issued to William P. Ruzzo (Consultant) in 1993.

The hydrologic and original hydraulic analysis for this study were performed by A&S
Consultants, Inc, as reported in the Floodplain Information Report (FPIR) for Ouray County,
Colorado (Reference I). Background Information on the City, hydrologic procedures, and
flooding problems was obtained from the Flood Insurance Study (FIS, see Reference 5).
Also, to match stations between the FPIR and the FIS studies, add 620 feet to the FIS
distances.

Since neither the FPIR or the FIS prepared a floodway, a floodway was not prepared for the
redevelopment project.

Coordination

The consultant was issued a notice to proceed with the work based on the proposal dated May
26, 1993. The work was coordinated with Larry Lang of the CWCB and David Vince of the
City of Ouray.

2.0 PURPOSE AND SCOPE

Community Description

The Flood Insurance Study for the City of Ouray (Reference 5) provided the following
description of the community.

I
