<br />Federal Emergency Management Agency <br /> <br />Eric Tolbert <br />Office of National Preparedness <br /> <br />Eric Tolbert is Deputy Director of the Office of National Preparedness (ONP) for the <br />Federal Emergency Management Agency (FEMA) located at FEMA headquarters in <br />Washington, DC. The ONP is working closely with the White House Office of <br />Homeland Security in the coordination of all federal programs related to terrorism <br />preparedness and weapons of mass destruction consequence management. As <br />ONP Deputy Director, Mr. Tolbert assists ONP Director Bruce Baughman in <br />coordinating all federal efforts to assist state and local emergency management and <br />emergency response organizations. <br /> <br />Mr. Tolbert accepted the position with FEMA in March 2002, immediately prior to <br />that he was director of the North Carolina Division of Emergency Management, <br />where he developed and managed the state's comprehensive emergency <br />management system. He oversaw disaster response and recovery operations for <br />North Carolina after Hurricane Floyd brought the worst flooding in the state's <br />history in 1999. <br /> <br />i <br /> <br />During his tenure as North Carolina's emergency manager, Mr. Tolbert organized <br />the division under the Incident Command System (ICS) structure; instituted <br />intergovernmental pre-planning techniques to expedite the delivery of critical <br />disaster resources; and implemented the nation's second largest hazard <br />mitigation grant program. <br /> <br />He began his emergency management career in 1976 on the front line in North <br />Carolina as an emergency medical technician. He then became emergency <br />services director for Caldwell County and then emergency management area <br />coordinator for the state of North Carolina. Mr. Tolbert then moved to the Florida <br />Division of Emergency Management, where he was preparedness and response <br />bureau chief for four years before returning to North Carolina as state director of <br />emergency management. <br /> <br />Just before joining FEMA in March, he was president of the National Emergency <br />Management Association (NEMA). Mr. Tolbert served as chairman of the North <br />Carolina Emergency Response Commission and was an appointed member of the <br />
