<br /> <br />430 I Wilson Blvd., Ste. 1003 <br />Arlington, V A 22203 <br />(301) 455-5633 <br /> <br />Welcome <br /> <br />Welcome to the Federal Grants for Homeland Defense Programs Training Conference. <br /> <br />Federal domestic funding for homeland security is expected to top $42 billion in FY 2003. That substantial <br />sum will be routed through not less than 14 different federal agencies and take the form of at least 45 aid <br />programs. Each congressional appropriation is tied to a specific federal agency charged with the <br />responsibility of disseminating the funding according to the legislation that created the program. <br /> <br />Each administering agency will operate more or less on its own time frame, will administer the funds <br />according to its own internal systems and policies, and will probably require potential grantees to submit a <br />unique combination of project and budget narratives, standard forms and certifications in order to receive <br />funding. <br /> <br />We are pleased to host our distinguished speakers. We appreciate the time they have given us to prepare <br />and present their thoughts and experiences. We hope government attendees will carry their ideas and <br />insight back to their agencies. We hope industry attendees will gain an improved understanding of <br />government to better prepare them to be responsive to the agency needs. Our speakers understand the grant <br />process. We thank them for exercising their leadership by being with us today. <br /> <br />Market' Access was founded in July 1997 by Don Dickson.
