<br />. <br /> <br />INTRODUCTION <br />The Town of Wiggins is located in northeastern Colorado within Morgan County. Wiggins is in <br />the western part of the county and is approximately 65 miles northeast of Denver and IS miles <br />west of Fort Morgan. Wiggins is situated along Kiowa Creek, which is a large right-bank <br />tributary to the South Platte River. Kiowa Creek drains an area of about 700 square miles, and <br />has caused major flooding problems in the community during 1935 and 1973. A flood control <br />project was built in Wiggins during the late 1980's to provide flood protection to nearly the entire <br />community. <br /> <br />The Wiggins flood control project consists of about 3 miles of levees along the right bank of <br />Kiowa Creek, channel improvements, closure structures, erosion protection measures, and other <br />project features. As with almost all flood control projects, the Wiggins project needs to <br />inspected and maintained on an annual basis and after every flood event. A report entitled "Town <br />of Wiggins, Colorado, Operation and Maintenance Manual, Kiowa Creek Flood Protection <br />Project," dated January 1989, is the basis for the inspection and this report. <br /> <br />AUTHORITY <br />According to Section 37-60-106(l)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty: <br /> <br />. <br /> <br />"... to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and the prevention of flood damages <br />therefrom and to designate and approve storm or floodway runoff channels or <br />basins, and to make such designations available to legislative bodies of cities <br />and unincorporated towns; to county planning commissions; and to boards of <br />adjustments of cities; incorporated towns; and counties of this state..." <br /> <br />In addition, the Project O&M manual was prepared and furnished pursuant to State and Federal <br />regulations and requirements. Fulfillment of the requirements as outlined in the O&M manual <br />will satisfy National Flood Insurance Program criteria for federal acceptance of the project for <br />flood insurance and flood protection purposes. <br /> <br />1998 PROJECT INSPECTION <br />The annual inspection for the Wiggins flood control project was performed on April 23, 1998. <br />The inspection was conducted by the CWCB, and was attended by local officials.
