<br />Flood Hazard Mitigation <br /> <br />Generally, a plan has limited authority. Its utility is that it guides other local <br />measures, such as zoning ordinances, subdivision ordinances, and capital improvement <br />programs. The ordinances are covered in later sections. <br /> <br />A community's capital improvement program identifies where major public expendi- <br />tures will be made over the next 5-20 years. These include acquisition of land for <br />public uses, such as parkland, and extension or improvement of roads and utilities. If <br />the long range plan calls for preserving the floodplain as open space, then the capital <br />improvement program should support the plan by acquiring floodprone areas for parks <br />and by not improving or extending roads into the floodplain. <br /> <br />Appropriate for: Communities that expect growth and are willing to guide it. <br /> <br />Problems: Plans are only as strong as the local authorities want them to be. Appropriate zoning districts <br />for a floodplain include public use, open space setbacks, conservation, agriculture, and <br />cluster or PUD developments that keep buildings out of tbe floodplain, wetlands, and <br />other areas that are not appropriate for intensive development. <br /> <br />Appropriate for: Communities that expect development or redevelopment. <br /> <br />Problems: Some zoning regulations have been overruled when they place too many <br />restrictions on the use of private property and those restrictions cannot be justified as <br />needed for public health, safety or welfare. <br />
