Specifically, this responds to a letter dated
March 31, 1995, from Mr. Paul yon Fay, P.E., Project Engineer, KLH Engineering Group, regarding
the effective Flood Insurance Rate Map (FIRM) for the unincorporated areas of Jefferson County,
Colorado. Mr. von Fay submitted additional data to support a February 8, 1995, request from Mr. Brad
Sheehan, Development Review Coordinator, Jefferson County Highways and Transportation Department.
Mr. Sheehan requested that we revise the effective FIRM to show the effects of a modification to the
outlet of Johnston Reservoir and updated topographic information along the North Branch of Lilley Gulch
from Johnston Reservoir to the confluence with Lilley Gulch.

All data required to complete our review of this request were submitted with Mr. Sheehan's letter dated
February 8 and letters dated March 3 and March 31, 1995, from Mr. von Fay. All fees necessary to
process this Letter of Map Revision (LOMR), a total of $1,610, have been received.

We have completed our review of the submitted data and the flood data shown on the effective FIRM,
and have revised the FIRM to modify the floodplain boundary delineations of a flood having a I-percent
probability of being equaled or exceeded in any given year (base flood) along the north branch of Lilley
Gulch from just downstream of South Wadsworth Boulevard to the confluence with Lilley Gulch.

As a result of this revision, the width of the floodplain decreased along the revised reach. The maximum
decrease, 200 feet, occurred approximately 1,100 feet upstream of the confluence with Lilley Gulch. The
floodplain shifted to the southwest downstream of Johnston Reservoir. The shift increased the Special
Flood Hazard Area (SFHA) on property owned by your community. In addition, the floodplain
boundaries at the reservoir will be modified, resulting in a decrease in the SFHA.

The modification is shown on the enclosed annotated copy of FIRM Panel 080087 0380 C. This LOMR
hereby revises this panel of the effective FIRM dated July 4, 1989.
