Box 1415
Broomfield, Colorado 80038-1415

Community: City of Broomfield, Colorado
Community No.: 085073
Panels Affected: 0215 C and 0215
Effective Date of
This Revision:

AUG 0 21995

102-I-A-C

Dear Mayor Berens:

This is in response to a request for a revision to the effective Flood Insurance Study (FIS) and National
Flood Insurance Program (NFIP) map for your community. Specifically, this responds to a letter dated
June 29,1995, from Mr. Tim Doherty, P.E., Civil Engineer, City of Broomfield, regarding the effective
FIS report, Flood Insurance Rate Map (FIRM), and Flood Boundary and Floodway Map (FBFM) for the
City of Broomfield, Colorado. Mr. Doherty requested that the Federal Emergency Management Agency
(FEMA) revise the effective FIRM and FBFM to show the effects of a channelization project and
construction of culverts at Alter and Burbank Streets and two private drives along City Park Channel
from just upstream of U.S. Highway 287 (South 112th Street) to approximately 2,850 feet upstream of
U.S. Highway 287.

All data required to complete our review of this request were submitted with Mr. Doherty's June 29
letter; a letter dated February 9,1995, from Mr. Gary Behlen, P.E., City Engineer, City of Broomfield;
and a letter dated March 7, 1995, from Mr. Thomas W. Browning, P.E., Greenhome & O'Mara, Inc.
Because this Letter of Map Revision (LOMR) solely incorporates more detailed information, fees were
not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FBFM, and have revised the FIRM and FBFM to modify the elevations and floodplain and floodway
boundary delineations of a flood having a I-percent chance of being equaled or exceeded in any given
year (base flood) along City Park Channel from just upstream of U.S. Highway 287 to approximately
2,850 feet upstream of U.S. Highway 287.

As a result of this revision the Special Flood Hazard Area (SFHA) shifted to the south by a maximum
of 150 feet along the revised reach. The floodplain width increased from just upstream to approximately
200 feet upstream of U.S. Highway 287. The maximum increase in floodplain width, 75 feet, occurred
approximately 150 feet upstream of U.S. Highway 287. No insurable structures were impacted by the
increase in SFHA width. The floodplain width decreased from approximately 200 feet upstream to
approximately 2,850 feet upstream of U.S. Highway 287. The maximum decrease in floodplain width,
100 feet, occurred approximately 2,100 feet upstream of U.S. Highway 287. The base flood elevations
(BFEs) decreased along the entire revised reach except from approximately 200 feet upstream to
approximately 350 feet upstream of Alter Street and from approximately 600 feet upstream to
approximately 1,100 feet upstream of Burbank Street. The maximum decrease in BFE, 0.6 foot,
