To the NAHB, that concept means balancing <br />the demand for housing with affordability, sustainability, and efficient land-use. He also stated <br />his support for: <br /> <br />. Shifting more control over designating local floodplains to local communities. <br /> <br />. NFIP model building codes. <br /> <br />. Updating maps. <br /> <br />. Increasing flood resistance in existing and grandfathered buildings. <br /> <br />. Clarifying standards for crawl space. <br /> <br />. Continuing the FEMA and NAHB MOA that provides for education of members. <br /> <br />Jerry Uhlmann, Director, Missouri Emergency Management Agency <br /> <br />Mr. Uhlmann identified the following problem areas: <br /> <br />. Mapping gaps and inaccuracies. <br /> <br />. Shortage ofNFIP-trained personnel and education of local floodplain managers. <br /> <br />. Developers who challenge and circumvent the validity of zones. <br /> <br />. Need to adopt actuarial rates on repeated claims and pre-FIRM structures. <br /> <br />. Requiring all NFIP communities to have comprehensive mitigation plans. <br /> <br />. Small Business Association (SBA) assistance loans that are not available to residents in <br />nonparticipating communities, although public assistance is. <br /> <br />. No sanctions for nonparticipating communities, only for individual citizens in those <br />communities; need for flood assistance that is based on whether the homeowner has flood <br />insurance in place and has demonstrated mitigation actions. <br /> <br />.
