Performing hydrologic analyses to determine the 10- end 100-year <br />frequency flood discharge. for Running Creek and the 5-, 10-, 50-, <br />and 100-year flood discharges at 'elected design points within the <br />town. <br /> <br />Purpose and Scope <br /> <br />The purpose of this study is to develop a planning tool which can be <br />used by Elbert County and the Town of Elitabeth to regulate the land u'e <br />of areas within the floodplain, to identify the existing drainage problems <br />within the Town of Elizabeth, snd to develop a plan for drainage improvements. <br />Limiting the allowable use' of floodplain areaa reduces flood damages snd <br />provides protection to both human life and property. <br /> <br />5. Performing hydraulic calculations for the selected study reaches to <br />determine wster surfacc profiles for various flood frequenciea. <br /> <br />6. Delineating the limita of the lOO-year frequency flood in plan based <br />on existing basin development conditions. <br /> <br />The flood hazards potentially affecting the Town of Elizabeth consist <br />of two sources. The first source is Running Creek, a large drainage Channel <br />whiCh is located adjacent to the eastern town limit. The second .ource inclUdes <br />the two major drainage channela which flow through the town. The major drain- <br />ageways in Elizabeth have tecently been named the Kennett Drainage snd the <br /> <br />7.
