DRI\FT

SECTION I - INTRODUCTION

PURPOSE

The purpose of the Town of Breckenridge Drainage Master Plan is to
determine peak flows throughout the Breckenridge Master Plan
Boundary, identify existing drainage patterns, develop 100-year
flood levels on the major drainageways, develop information to
assist in the formulation of drainage and water quality standards,
identify drainage problems and develop a prioritized list of
potential drainage improvements. This information is intended to
be used by the Town, engineers, planners and developers to improve
existing drainage conditions where necessary and to provide for
proper drainage and flood plain management for future development.

REPORT ORGANIZATION

Following the introduction are five additional sections. The first
two sections DETERMINATION OF FLOWS and FLOOD PLAIN ANALYSIS
contain the bulk of the technical information and numerical results
of the studies performed for the Drainage Master Plan. The next
two sections, IDENTIFICATION OF DRAINAGE PROBLEMS and CONCULSIONS
AND RECOMMENDATIONS, put the previously developed information to
use to address drainage issues. The final section is REFERENCES.

DESCRIPTION OF MASTER PLAN AREA

The Master Plan Area addressed in this document was originally
defined in the document "Town of Breckenridge, Colorado Master
Plan" produced by the Breckenridge Department of Community-
Development in July 1983. The document states that, "The
Breckenridge Master Plan has been prepared as a general guide for
the continued growth of the community. The Master Plan is in the
first step in preparing a comprehensive land use system for
Breckenridge." Since drainage is an important component of the
overall land use system, the same boundaries adopted for the
Breckenridge Master Plan of 1983 have been adopted for the Drainage
Master Plan. Land within this boundary will be referred to as the
Master Plan Area or MPA. This boundary is delineated in Figure 1.
The Master Plan area encompasses a total area of 6.8 sq. mi. and
extends beyond the current Town limits which cover an area of 4.3
sq. mi.

1
