<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Streets, and Plan I I I flood proofing together with structural modifica- <br /> <br />tions of crossings between 17th and 55th Streets. Specifically, the <br /> <br />master plan was to consider the following: <br /> <br />e. <br /> <br />Flood plain regulations would be administered to prevent an <br /> <br />increase in flood damage potential by prohibiting development <br /> <br />in a regulatory floodway and flood proofing all other new <br /> <br />development to the level of the 500-year flood, as identified <br /> <br />by the COE. <br /> <br />(1) The primary component of COE Plan II is to excavate a floodway and <br /> <br />to provide other structural improvements as needed to reduce flood <br /> <br />damages to the existing development by containing the 100-year <br /> <br />flood within the excavated floodway reaches. Other components of <br /> <br />this plan, as recommended by the COE, include floodplain regula- <br /> <br />tion, flood proofing to the level of the 500-year flood, flood <br /> <br />insurance, and an early warning and emergency evacuation plan. <br /> <br />(3) In addition to the components identified by the COE for Plan I I I, <br /> <br /> <br />an examination was to be made of the feasibil ity of I imited struc- <br /> <br /> <br />tural improvements at all streets, highways, railroad crossings, <br /> <br />water diversion structures, and other locations where such improve- <br /> <br />ments would require little or no channel ization in the reach out- <br /> <br />side the immediate vicinity of the structures. <br /> <br />(2) <br /> <br />The COE Plan I I I contains the following five components: <br /> <br />a. Relocate flood prone structures if the cost to relocate would <br /> <br />be less than the present worth of flood damages. The COE made <br /> <br />a prel iminary identification of such structures. Additional <br /> <br />structures would be removed in the future if damaged excessively <br /> <br />by flood, fire, or other natural causes. <br /> <br />Identification was to be made in the Phase B Master Plan Report of <br /> <br />all structures preliminarily selected by the COE for relocation <br /> <br />and/or flood proofing along with the cost estimates developed by <br /> <br />the COE to accomplish this work. <br /> <br />b. <br /> <br />Buildings that would be left in the flood plain would be flood <br /> <br />proofed if practicable and if the cost of the flood proofing <br /> <br />would be less than the present worth of the expected damages. <br /> <br />The CDE has made preliminary identification of these, too. <br /> <br />(4) Early warning planning, although not a part of this agreement, was <br /> <br />to be incorporated into the master plan report by reference, giving <br /> <br />a brief description of when and by whom it was developed and <br /> <br />recommend it as a part of the total master plan for Boulder Creek. <br /> <br />c. <br /> <br />An early warning and evacuation plan would be establ ished. <br /> <br />As thE.' work progressed, it became increasingly apparent t:lat a detailed <br /> <br />analysis of debris and sedimentation was needed to adequately assess the <br /> <br />impacts of the 100-year flood on proposed improvements. <br /> <br />d. <br /> <br />Flood insurance will be available to all residents. <br /> <br />3 <br />
