<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />, <br />I <br />I <br />I <br />I <br />I <br /> <br />Summary and Recommendations <br /> <br />· Several studies have been completed in the past which investigated the existing flood hazards <br />within the City of Sterling caused by Pawnee Creek, Sand Creek, and the Pioneer Ditch. Several of <br />these studies recommended improvements to mitigate potential flood damages. <br /> <br />· The purpose of this study is to evaluate and update the previous studies and develop a plan of <br />improvements that is both the most practical and economical for the City of Sterling. A <br />prioritization list for the proposed plan of improvements was prepared based on 10 factors. <br /> <br />· It is recommended that the City of Sterling pursue the Pawnee Creek Improvements first because <br />they provide the greatest benefit in relation to the cost of the project. The City should investigate <br />the possibility of getting Logan County involved in the project because much of the area flooded by <br />the Pawnee Creek Overflows are in Logan County. <br /> <br />· The City of Sterling should investigate the monetary benefits of the Sand Creek Project in more <br />detail before proceeding. As noted earlier, the Sand Creek Dam and Outfall Channel are very <br />expensive and will be difficult to implement because of the project's cost. If the project can be <br />funded and if further studies show that the project provides relatively large benefits, then the City <br />should proceed with this project. <br /> <br />· The Pioneer Ditch Improvements should be completed as a final or last priority. It should be noted <br />that although these improvements scored lowest based on the factors being used to evaluate the <br />projects; the Pioneer Ditch Improvements are worthwhile to pursue; especially since many of the <br />existing roadway crossings are so severely undersized. This problem leads to more frequent <br />flooding and higher maintenance costs. The Pioneer Ditch system is an important storm water <br />drainage facility for the City of Sterling and should not be overlooked simply because it is ranked <br />by this study as a low drainage priority. The ditch may be the City's least costly interior drainage <br />system and is an important component of the City's Master Drainage Plan. <br /> <br />13 <br />
