In addition, the project can be phased if funding is not available to complete <br />the entire project at once. The project elements received scores ranging from 53 to 63 with the ring <br />levees taking the highest score because of the relatively low cost. The other three components of the <br />project received scores differing only by 4 points which suggests, that based on the factors considered, <br />they are all important components of the overall project. In general, it makes the most sense to <br />construct drainage improvements from downstream to upstream. The Pawnee Creek project is no <br />exception because upstream improvements will increase flows in the lower reaches. If improvements <br />have not been completed in the lower reaches to properly convey the increased discharges, then <br />flooding conditions can be made worse, Therefore, it is recommended that the Pawnee Creek project <br />be constructed starting at its downstream limit. If funds are not available to complete the entire project <br />at one time then the project can separated into the following phases and constructed in the following <br />order: <br /> <br />1. Floodwall <br />2. Levees Downstream ofHWY 6 <br />3, HWY 6 Crossings and Drop Structure <br />4. Ring Levees and Levees Upstream ofHWY 6 <br /> <br />11 <br />
