A memorandum from the City of <br />Aspen was presented at the meeting which described an improvement <br />project for the Roaring Fork River which was completed in <br />December 1984. This information was subsequently incorporated <br />into this study. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />. <br /> <br />This Flood Insurance Study coverS the incorporated areas of the <br />City of Aspen, Pitkin County, Colorado. The area of study is shown <br />on the Vicinity Map (Figure 1). <br /> <br />. <br /> <br />The Roaring Fork River, Castle Creek, and Maroon Creek within the <br />City of Aspen Were studied by detailed methods. <br /> <br />The areas studied by detailed methods were selected with priority <br />given to all known flood hazard areas and areas of projected develop- <br />ment or proposed construction through July 1989. <br /> <br />2.2 Community Description <br /> <br />The City of Aspen is located in east-central Pitkin County, in <br />west-central Colorado. The city is completely surrounded by unin- <br />corporated areas of Pitkin County and Serves as the county seat. <br /> <br />Aspen is a mountain resort community situated high in the Roaring <br />Fork Valley at the foot of the Continental Divide. Aspen was a <br />mining town, but has since become a ski and summer resort community. <br />Development in the city has been increasing with the growth of the <br />ski industry. The population has been generally increasing since <br />World War II and in 1980 was 3,804 (Reference 1). <br /> <br />The major drainageway through ASpen is the Roaring Fork River, <br />which collects flow from tributary streams on both sides of the <br />valley. The watercourses in Aspen have steep, well-defined channels <br />with heavily vegetated overbanks. Channel bottoms are covered <br />with cobbles and boulders. <br /> <br />. <br /> <br />Average annual precipitation is approximately 19.25 inches (Refer- <br />ence 2). As an average, 11.8 inches of this precipitation is snow- <br />fall and 7.5 inches is rainfall. Average temperatures range from <br />the 200F to 290F during the winter and the 600F to 69.F during the <br />summer. <br /> <br />2.3 Principal Flood Problems <br /> <br />Flooding in Aspen usually. occurs during May through August, with <br />the principal cause of floodflows being runoff from snowmelt. <br /> <br />2 <br />
