COLORADO (REVISED) <br /> <br />Dear Rex & Bob: <br /> <br />The flnn of Love & Associates, Inc, h,L~ completed th(: hydrological analysis of the Cooper Slough <br />watershed, This analysis was prepared in conjunction with the ongoing Limited ~Iap \Iaintenance <br />Plan (L\{[ldP) study for Cooper Slough, This letter report explains how the peak discharges for <br />each storm event of the UvJ:'vlP were dctermincd, <br /> <br />HISTORY OF STUDY AREA <br /> <br />The engineering firm of Simons, Li & Associates, lnc, prepared the "Cooper Slough :\Iaster <br />Drainageway Implementation Plan" (Plan) for the City of Fort Collins in 1987 (Reference I), The <br />Plan included an hydrological analysis (S\V'NI\I) and ,In hydraulic analysis (HEC,2) of the Cooper <br />Slough basin, <br /> <br />In 1991 the US, Bureau of Reclamation (USBR) prepared a L\I'NfP study for Boxelder Creek for <br />the Federal Emergency I\tfanagement Agency (Reterence 2), The hydrological analysis stated that <br />runoff from various storm ~>Yenls overtop l.'.S, lnlerstate 25 (1-25) at sewrallocations and flows <br />into the Cooper Slough watershed. These overflows were not defined at the time the 1987 Simons <br />& Li hydrologic analysis was prepared, <br /> <br />AVAILABLE DATA <br /> <br />At a special meeting in Fort Collins between FEMA., the City of Fort Collins, Larimer COlmly, and <br />our firm, it was decided that Love & Associates. Inc, would use the 1987 Simons & Li S\V~1\1 <br />model as the basis for the hydrological analysis for this L\!J:'v1P study, <br />
