Vocal and assertive daffitlge-relatcd com- <br />plaints coming from that area have led to a higher expectation <br />of damages than the analysis revealed, The remainder of the <br />reache~ accounted for little OV€r a quarter of the total annual <br />damages_ Sparse development or some natural channelization <br />helped to reduce damages in these reaches, <br /> <br />1.
