<br />.-~ <br /> <br />Background - cont'd. <br /> <br />the first contract was let for the construction of a dam across the Big Thompson River for <br />the intake of the pipeline which stood until August 1, 1976. In 1916 a contract was awarded <br />to construct 827 feet of tunnel but litigation brought about by the local Power Company <br />slowed construction, and the tunnel and dam were not completed until 1924. <br /> <br />VI <br /> <br /> <br />'.;. <br /> <br />In the meantime, another contract was awarded to construct the 36" pipeline to connect <br />the dam with the power plant (on both sides of the tunnel). Finally a contract was awarded <br />to construct a power plant with three 400 H.P. (300 KW) units, and in 1924 a 22,000 VOLT <br />transmission line to Loveland was contracted for. The power plant began its services in late <br />1924. In 1938 the final payment for the total project was made and $424,000 was transferred <br />to the General Fund leaving a large surplus in the Treasury. <br /> <br />~ <br /> <br />'I <br /> <br />The power plant had served the City of Loveland faithfully ever since until that fateful <br />Saturday night when almost everything was totally destroyed. In the early years the 1,200 <br />H.P. plant served all the City's electrical power requirements. However, as the City grew and <br />per capita power consumption increased, the plant served a smaller percentage of the City <br />and in 1976 when it was destroyed, it provided between 5 and 10% of the total power used <br />by the City. The City presently is a member of the Platte River Power Authority and <br />purchases power from that source at approximately 15 mills per kilowatt hour. This rate <br />will increase to approximately 23 mills in 1978 with increases each year thereafter due to <br />construction of a new transmission line from Craig, Colorado to Ault, Colorado, and develop- <br />ment of additional power sources. <br /> <br />,c <br />~ <br /> <br />~ <br /> <br />- <br />. <br /> <br />,.,-, <br />
