<br />r'7", <br /> <br />INTRODUCTION <br /> <br />On July 31st and August 1st, 1976 one of the worst disasters ever experienced in the State <br /> <br />of Colorado occurred when torrential rainfalls in Roosevelt National Forest caused severe flash <br /> <br />flooding of the Big Thompson River and Canyon. Damage to lives and property were immense. <br /> <br />Included among those physical facilities which were destroyed and/or damaged were the <br /> <br />dam, hydroelectric plant, pipeline and appurtenances which formed the City of Loveland <br /> <br />Municipal Power Plant. <br /> <br />This environmental report covers impacts of the proposed replacement of those facilities <br /> <br />as follows: (a) replacement of a concrete dam destroyed by the flood; (b) replacement of <br /> <br /> <br />approximately 1,700 lineal feet of pipeline destroyed by the flood; (c) replacement of 1,000 <br /> <br />lineal feet of pipeline not damaged during the flood but requiring replacement due to <br /> <br />excessive age deterioration; (dl replacement of a 900 kilowatt hydroelectric plant destroyed <br /> <br />by the flood and; (e) replacement of an electrical substation and other related appurtenances <br /> <br />destroyed by the flood. <br /> <br /> <br />r"" <br /> <br />The assessment is prepared as a result of a City of Loveland, Colorado request for disaster <br />funds from the Federal Disaster Assistance Administration and is prepared in accordance <br />with the Federal Disaster Administration Handbook 3300.10 dated April, 1976. <br /> <br />~-,," <br /> <br />f <br /> <br />r <br /> <br />l-.' <br /> <br />r-: <br />~ I.' <br /> <br />c. <br /> <br />~; <br /> <br />~ <br /> <br />e,,, <br />
