Where appropriate describe the quality of the environment created by the project <br />and its impact on the expected residents or users of the project. <br />This project will essentially restore an environment that existed for approximately <br />50 years before the flood. In the restoration process, however, modern technology <br />and increased sensitivity to the physical and aesthetic environment will enable the <br />replacement facilities to be improved over those that are replaced. Therefore, it is <br />considered that the quality of the environment will be enhanced when compared to <br />pre-flood conditions. <br /> <br />',"..; <br /> <br />J. What Alternatives to the proposed project were considered and why were they <br />rejected. What additional alternatives can be considered to avoid adverse environ. <br />mental impacts? <br />During the preliminary planning and design for this project several alternatives were <br />considered. They were: <br /> <br />~ <br /> <br />L.c <br /> <br />1. Move the dam to a new location approximately 150 yards downstream from <br />the old dam. <br /> <br />2. Replace the hydroelectric plant at precisely the same location as the old plant. <br /> <br />3. Abandon the project entirely and purchase all power from Platte River Power <br />Authority. <br /> <br />All three alternatives were discarded and a discussion of each follows: <br /> <br />,.-,. <br /> <br />1. Move the dam downstream: <br /> <br />This alternative was considered because at this point downstream it would be <br /> <br />possible to anchor both abutments directly in to the undisturbed canyon wall, <br /> <br />whereas the old site has a debris fan at one abutment. From a structural point <br /> <br />of view this would have been desirable. However, because of the rapid drop in <br /> <br />hydraulic gradient just below the old dam, it would have required a much higher <br /> <br />structure to maintain the same head for power generation purposes.
