<br />'" <br />" <br /> <br />", <br /> <br />Description of Project - cont'd. <br />1,700 feet of replacement will, by necessity, be installed along the river bank in the same <br />location as that which was destroyed. Excavation and direct burial of this section of <br />pipeline is not feasible due to the extremely rocky nature of the path which the pipeline <br />must take. Therefore, it will be necessary to place the pipe on the surface similar to the <br />method by which the original pipeline was laid. When the original installation was made, <br />some 50 years ago, an abundant supply of inexpensive labor was available. As a result it <br />was decided to neatly cover the total exposed pipeline with hand-cut stones taken from <br />the surrounding canyon. The result was an aesthetically pleasing appearance blending the <br />pipeline with the canyon walls. <br /> <br />.~ <br /> <br />It will again be necessary to treat the exposed pipe to avoid visual degradation of the <br />Canyon's natural beauty. However, the hand-cutting and placing of thousands of stones is <br />not now considered economically feasible. Therefore, other methods of visual screening <br />must be found. Alternatives include: (a) suitable direct painting of the exterior of the <br />pipe; (b) covering the pipeline with mechanically placed fill material riprapped to prevent <br />erosion and; (c) installing pre-cast textured concrete panels to serve as a visual screen. <br />Selection of the most suitable alternative will occur during the final design period. <br /> <br />i_" <br /> <br />The old hydroelectric power plant consisted of a building 30 feet wide, 60 feet long and <br />18 feet high, housing three 400 Horsepower horizontal hydroelectric generators rated at <br />approximately 300 KW each. The building and generators were totally destroyed and no <br />portion is re-useable. <br /> <br />lO'_" <br /> <br />The new plant will be located approximately 60 feet southwest of the old plant, astride <br />the existing penstock which was not damaged by the flood. By moving the plant south- <br />west it will be possible to locate it out of the 100 year floodway due to the higher <br />elevation at the new location. The site is in the City of Loveland's picnic area known as <br />Viestanz-Smith Mountain Park. <br /> <br />~ <br /> <br />Based on modern technology the replacement of the three former generating units will <br />consist of either one 900 KW vertical turbine generator, or two 450 KW vertical units. In <br />either case the resulting building size will be significantly less than the old plant. The <br />building will consist of concrete walls faced with natural stone to harmonize with the <br />existing recreation building located approximately 300 feet north of the new plant. Par- <br />ticular caution will be exercised during excavations at the dam and power plant sites to <br />be alert for archaeological remains resulting from the flood.
