<br />ability to evaluate nonatructural alternatives such as flood plain manage- <br />ment policies, flood proofing alteraatives (raising structures, levees, <br />the addition of flood proofing materials to structures, etc.), permanent <br />evacuation of structures in the flood plain, temporary structural protection <br />and content rellOval in response to flood warnings, and any combination of <br />the preceding. The alternatives may be evaluated in terms of providing a <br />target protection level (such as protection from the loo-year flood event) <br />or in providing uniform land use category protection (for example, flood <br />proofing industrial structures to a height four feet above existing ground <br />elevation).
