The creation of an aggregated elevation- <br /> <br /> <br />I damage function for each damage reach index location can be done once the <br /> <br /> <br />I spatial data variables (topographic elevation, reference flood elevation, <br /> <br />I damage reach identification and land use patterns) are in the DATA BA~~ and <br /> <br /> <br />I composite damage functions have been developed for each land use category. <br /> <br />I <br /> <br />The DAMCAL computer program accesses the DATA BANK and for each grid cell in <br />the flood plain manipulates the appropriate data in the follOWing manner: <br /> <br />(1) The land use of the cell is determined and the corresponding composite <br />stage-damage function is placed at the grid cell (Figure 4-3a). <br /> <br />(2) The stage axis of the function is converted to elevation by equating <br /> <br /> <br />the zero stage to either ground elevation or first .floor elevation. <br /> <br />The conversion of stage to elevation completes the placement of the <br /> <br />composite damage function at the grid cell (Figure 4-3b). <br /> <br />(3) The next step in the aggregation process is to transfer the grid cell <br /> <br />elevation-damage function to the index location. The data bank is <br /> <br />accessed to determine in which damage reach the cell is located and <br /> <br />then the function is translated to the appropriate index location by <br /> <br /> <br />adjusting the elevation axis of the damage function.
