<br />EXECUTIVE SUMMARY <br /> <br />This Floodplain Information Report (Report) regarding the Town of Granada (Town), <br />Colorado, was prepared by Colorado Water Conservation Board (Board) stall' in support of <br />Floodplain Resolution Nwnber 94-356.03. <br /> <br />The Town of Granada occupies a position in the Wolf Creek and .Arkansas River <br />floodplain on the south bank of the Arkansas River in southeastem Colorado. The Town has <br />suffered nwnerous floods from Wolf Creek. A particularly devastating flood on Wolf Creek <br />inundated Granada in June 1965. Following the 1965 flood the Town of Granada requested help <br />from the U.S. Army Corps of Engineers (Corps). Subsequent Corps investigations resulted in <br />a nwnber of studies, reports, and actions. <br /> <br />Two Special Flood H:l7.ard Information Reports prepared by the Corps in 1974 were the <br />focus of Colorado Water Conservation Board action designating and approving, on December 4, <br />1974, (Floodplain Resolution Index Nwnber 39) and on February 26, 1975, (Floodplain <br />Resolution Index Nwnber 40) 100-year floodplain areas along the Arkansas River and floodplain <br />areas along Wolf Creek in the vicinity of and induding the Town of Granada. <br /> <br />The U.S. Department of Housing and Urban Development (HUD) published on July 18, <br />1975, an approximate floodplain map (Flood Hazard Boundary Map) for the Town of Granada. <br />This map showed a major portion of the TovV11 as being in the 100-year floodplain and subject <br />to the risk of flooding. <br /> <br />Following the Corps investigations and studies, the Granada Flood Control Project <br />(Project) was constructed. Construction was completed May 20, 1980. The official completion <br />date was November 30, 1980 when seeding wa.s finished. The Project includes structures, levees, <br />and channel improvements. <br /> <br />The Federal Emergency ManagemeIlt Agency (FEMA) acknowledged the Project's <br />protection and took action, em:ctive September 24, 1984, converting the Town to the Regular <br />Program of the National Flood Insurance Program and finalizing the Flood Insurance Rate Map <br />for the Town. <br /> <br />This current Floodplain InformatioJ1 Report docwnents for the Colorado Water <br />Conservation Board, the modified 100-year floodplain reflecting the benefits of the Project flood <br />control structures, levees, and channel improvements near the Town. <br /> <br />Recommendations are made to designate and approve the floodplain information in this <br />Report and rescind portions of previous Board designations done prior to the Project. <br />
