<br />V. IMPERATIVE NEEDS <br /> <br />The committee identified and discussed existing <br />impediments to effective safety efforts on nonfederal <br />dams. In the course of these discussions, the committe' <br />devJloped a list of "imperative needs" and addressed th, <br />question of federal involvement in meeting those needs. <br />These needs are listed below and are discussed in the <br />remainder of this section. <br /> <br />. Dam ,inventory: Data on the ownership, <br />characte~lstlcs. conditions, and hazard <br />. classifications of dams, should be kept current <br />to facilitate supervision of safety programs. <br /> <br />. Risk classification: A comparative risk <br />classification of dams is needed to serve as a <br />basis for determining which dams are most in <br />need of inspection and remedial measures. <br /> <br />. <br /> <br />Technical assistance: <br />many cases to upgrade <br />capacities to conduct <br />effectively. <br /> <br />Assistance is needed in <br />states' technical <br />dam safety programs <br /> <br />. Funding assistance: Many dam owners are unable <br />to fund investigations or repairs to improve th <br />safety of dams. <br /> <br />, <br /> <br />.
