V. IMPERATIVE NEEDS

The committee identified and discussed existing
impediments to effective safety efforts on nonfederal
dams. In the course of these discussions, the committe'
devJloped a list of "imperative needs" and addressed th,
question of federal involvement in meeting those needs.
These needs are listed below and are discussed in the
remainder of this section.

. Dam ,inventory: Data on the ownership,
characte~lstlcs. conditions, and hazard
. classifications of dams, should be kept current
to facilitate supervision of safety programs.

. Risk classification: A comparative risk
classification of dams is needed to serve as a
basis for determining which dams are most in
need of inspection and remedial measures.

.

Technical assistance:
many cases to upgrade
capacities to conduct
effectively.

Assistance is needed in
states' technical
dam safety programs

.
