<br />provides technical assistance to individuals and groups <br />for dams installed under some programs, and technical <br />and financial assistance in the case of dams constructec <br />under federal cost-sharing programs such as those <br />authorized by the Watershed Protection and Flood <br />Prevention Act and some of those of the Resource <br />Conservation and Development authorities. Under the <br />cost-sharing programs, SCS agreements with project <br />sponsors require inspections for the life of the <br />agreement (usually the economically evaluated project <br />life). SCS has assiated in the construction of more <br />than 8,000 nonfederal dams in upstream watershed <br />protection and flood prevention projects. <br /> <br />2.4.2 U.S. Department of the Interior <br /> <br />The Bureau of Land Management (BLM) is a land <br />managing agency and prescribes procedures under which <br />others receive authorization to construct dams on BLM <br />public lands. No federal funds are involved in the <br />design, construction, operation, or maintenance of thesl <br />dams. The BLM has no requirements and provides no <br />supervision relating to the safety of the structures. <br /> <br />The Office of Surface Mining (OSM) adminiaters <br />programs regulating surface coal mining operations and <br />the surface effects of underground coal mining <br />operations. The dams regulated by OSM are used in <br />conjunction with mining operations in order to control <br />the surface runoff of water and to dispose of waste <br />products. Planning, site selection, design, <br />construction, maintenance, and operation of these <br />structures are the responsibilities of the mining <br />companies. However, OSM regulates and inspects the dam, <br />or monitors and supports the state regulatory programs. <br /> <br />2.4.3 U.S. Department of Labor <br /> <br />The Mine Safety and Health Administrstion (MSHA) <br />inspects the nation's mines and enforces regulations fo. <br />the protection of the health and safety of persons <br />working in those mines. MSHA's dam safety <br />responsibilities lie in enforcing its regulations <br />governing coal waste impounding structures. Its <br />inspection and enforcement jurisdiction is limited, <br /> <br />-13- <br />
