Emergency preparedness planning: Develop a <br />model plan for voluntary use by the states. <br /> <br />COMMENTS <br /> <br />Section VII of this report contains a detailed lis <br />of.the committee's recommendations. In view of PEMA's <br />assigned responsibility for coordinating and promoting <br />dam safety (sub-section 2.2), the recommendations, for <br />the most part, were formulated for the response of that <br />agency. The committee recognizes, however, that the <br />federal role defined by the committee would involve the <br />support of other federal agencies, particularly in the <br />technical areas.. The committee 'also recognizes that <br />implementing its recommendations would have significant <br />impacts on the staffing and financial reaourcea of <br />FEMA. Therefore, it is incumbent on FEMAnot only to <br />use the assistance of other agencies, as appropriate, <br />but alao to improve its own capabilities to the extent <br />necessary and possible. A necessary next step is for <br />FEMA to evaluate the recommendations in light of its <br />mission and objectives, possible similar efforts alread: <br />underway, anticipated costs, and the capabilities of th, <br />federal agencies. <br /> <br />-'5- <br />
