The committee recommends that the U.S. <br />government, through FEMA, encourage stat~s to <br />enact legislation comparable to the USCOLD Mode: <br />Law and assist the states in forming a national <br />association or forum for discussing common <br />problems and assessing adequacy of state <br />programs. <br /> <br />FEDERAL INVOLVEMENT IN NONFEDERAL DAMS <br /> <br />Many nonfederal dams were initially engineered and <br />constructed with federal assistance. Although some <br />continuing federal technical assistsnce is available to <br />owners of such dams in cases of latent defects, <br />inadequate or faulty design, and improper hazard <br />classification, the committee believea thst more should <br />be done to assist owners in dam safety activities. <br />Accordingly, the committee recommends that the U.S. <br />government should take the following actions: <br /> <br />. Prepare guidelines for emergency preparedness <br />plans for nonfederal dams !nit1ally engineered <br />end constructed with federal assistance <br /> <br />. Maintain a central inventory of such dams <br /> <br />. Guide current and potential dam owners on the <br />adverse consequences of changes in downstream <br />land use on hazard classification <br /> <br />. Insist on strict compliance with operation and <br />maintenance agreements.~ <br /> <br />IMPERATIVE NEEDS <br /> <br />The committee also agreed that the U.S. government <br />should help mitigate existing impediments to effective <br />state dam safety programs by: <br /> <br />. Helping the states establish and maintain <br />up-to-date inventories of dams <br /> <br />.
