OPEN SPACE MANAGEMENT

The Robert T. Stafford Disaster Relief and Emergency Assistance Act requires that property acquired under
the Hazard Mitigation Grant Program (HMGP) be forever dedicated and maintained as open space to
prevent future flood damages. Consequently, the only structures a community may build on that property
are structures open on all sides (i.e., kiosks, picnic shelters). All other structures must be compatible
with open space uses and must be approved by the Federal Emergency Management Agency.
This section explores various options for open space use and provides a list of potential federal and state
assistance that promotes multiple uses of open space. For example, a community could establish a
campground complete with fishing areas, hiking trails, and canoeing. While local communities have a
vested interest in open space management, nonprofit organizations, private foundations, land trusts and
other entities also may be interested. The following list of open space management options are presented
in this brochure:

. Flood Control
(i.e., Detention Pond, Watershed Protection)

. Environmental Protection
(i.e., Wetland Restoration, Habitat Improvement/Conservation, Water Quality Protection)

. Recreational Use
(i.e., Sports Facilities, Fishing, Canoe Access, Trails & Greenways, Beach Access)

. Other
(i.e., Community Gardens, Environmental Education Sites)

j

6
