The funding <br />levels established by FEMA are: <br /> <br />[] 100% federal funding for the first fiscal year; <br /> <br />[] 25% sajt match for the second year; <br /> <br />[] 35% soft match for the third year; <br /> <br />[] 50% hard match for the fourth and subsequent <br />years. <br />The cooperative program between OEM and CSU in- <br />creases the program capacity for matching funds for <br />the fourth and subsequent years of the program. <br /> <br />Implementation <br /> <br />CEHRP is comprised of a comprehensive earthquake <br />hazard management program that includes mitiga- <br />tion measures, education and training, and technical <br />assistance to local governments, businesses, and citi- <br />zens of Colorado. The CEHRP Five-Year Plan, avail- <br />able from the CEHRP office at CSU, includes <br />program elements and specific tasks to reduce loss of <br />life and decrease damage from earthquakes and <br />other natural hazards in Colorado.
