Colorado Landslide Hazard

CURVED TREE TRUNKS
\

Creep, in Landslides

[] existing hazardous conditions are dealt with ex-
peditiously,

[] new landslide hazards are assessed and priori-
tized,

[] new mitigation options are developed and evalu-
ated,

[J inter-agency technical advice and mitigation ac-
tion can be coordinated,

[J priorities are established for high and moderate
risk situations,

[] decisions are made and funding obtained and
spread over a period of time that is commensu-
rate with state fiscal capabilities,

[] feedback is evaluated and needed program ad-
justments made, and

[J a systematic approcu:h to mitigation is estab-
lished.

Implementation Strategy

The landslide mitigation strategies recommended for
Colorado in this plan can be implemented through
three sets of projects:

Critical Action Projects - those projects that re-

quire the immediate attention of state and local
governments in order to address the more immedi-
ate threats presented by landslides with potential
for generating catastrophic losses in lives and
property, as well as potentially massive indirect
economic impacts.

Secondary Action Projects - those projects that
deal with actual landslide situations that have not
reached catastrophic proportions, but will require
mitigative actions soon if new and higher losses
are to be avoided. These projects also emphasize
public education and awareness, the development
and exercising of emergency operations plans,
sound land use policies and regulations, and struc-
tural mitigation measures.

Follow-up Projects - those additional recom-
mended projects that do not need require immedi-
ate state attention or that require further research
and refinement.

Critical Action Projects

[J Establish the Colorado Natural Hazards Miti-
gation Council

[] Establish a State Agency Landslide Manage-
ment System

[J Establish a Risk I Options Working Group

[] Establish a Review and Warnings Working
Group

[J Establish an Implementation Working Group

[J Develop local approaches for reducing land-
slides

[J Develop Local Emergency Operations and Miti-
gation Plans that address landslide hazards

[] Organize local landslide planning committees

[J Promote private sector involvement in landslide
hazard mitigation

[J Assess local resources and needs

[J Monitor existing landslides

[J.
