<br />Colorado Landslide Hazard <br /> <br /> <br />CURVED TREE TRUNKS <br />\ <br /> <br />Creep, in Landslides <br /> <br />[] existing hazardous conditions are dealt with ex- <br />peditiously, <br /> <br />[] new landslide hazards are assessed and priori- <br />tized, <br /> <br />[] new mitigation options are developed and evalu- <br />ated, <br /> <br />[J inter-agency technical advice and mitigation ac- <br />tion can be coordinated, <br /> <br />[J priorities are established for high and moderate <br />risk situations, <br /> <br />[] decisions are made and funding obtained and <br />spread over a period of time that is commensu- <br />rate with state fiscal capabilities, <br /> <br />[] feedback is evaluated and needed program ad- <br />justments made, and <br /> <br />[J a systematic approcu:h to mitigation is estab- <br />lished. <br /> <br />Implementation Strategy <br /> <br />The landslide mitigation strategies recommended for <br />Colorado in this plan can be implemented through <br />three sets of projects: <br /> <br />Critical Action Projects - those projects that re- <br /> <br />quire the immediate attention of state and local <br />governments in order to address the more immedi- <br />ate threats presented by landslides with potential <br />for generating catastrophic losses in lives and <br />property, as well as potentially massive indirect <br />economic impacts. <br /> <br />Secondary Action Projects - those projects that <br />deal with actual landslide situations that have not <br />reached catastrophic proportions, but will require <br />mitigative actions soon if new and higher losses <br />are to be avoided. These projects also emphasize <br />public education and awareness, the development <br />and exercising of emergency operations plans, <br />sound land use policies and regulations, and struc- <br />tural mitigation measures. <br /> <br />Follow-up Projects - those additional recom- <br />mended projects that do not need require immedi- <br />ate state attention or that require further research <br />and refinement. <br /> <br />Critical Action Projects <br /> <br />[J Establish the Colorado Natural Hazards Miti- <br />gation Council <br /> <br />[] Establish a State Agency Landslide Manage- <br />ment System <br /> <br />[J Establish a Risk I Options Working Group <br /> <br />[] Establish a Review and Warnings Working <br />Group <br /> <br />[J Establish an Implementation Working Group <br /> <br />[J Develop local approaches for reducing land- <br />slides <br /> <br />[J Develop Local Emergency Operations and Miti- <br />gation Plans that address landslide hazards <br /> <br />[] Organize local landslide planning committees <br /> <br />[J Promote private sector involvement in landslide <br />hazard mitigation <br /> <br />[J Assess local resources and needs <br /> <br />[J Monitor existing landslides <br /> <br />[J.
