(moderate) hazard darns has been inadequate.

The work group meetings identified two viable compo-
nents of a plan to increase the public's awareness
about darn safety and emergency planning related to
potential darn failure flooding. These components are:

[J Brochure(s) which will emphasize the impor-
tance of emergency preparedness concerning dam
failures, and

[J Workshops that will present the subject of emer-
gency preparedness planning and exercises.

Brochures

The first brochure is to be darn owner-specific and in-
clude the following:

[J advantages of having and exercising emergency
plans,

[J why dam owners are required to have a plan, in-
cluding the legal basis,

[J where owners can get assistance in preparing
plans,

[J who should have copies of the plans,

[J definitions of inundation maps, and information
on how to obtain them,

[J liabilities for not having a plan, and

[J dramatic examples of failures with and without
plans (preferably within Colorado).

The content of the brochure will be prepared by a
group of experts that understand and practice emer-
gency preparedness, and are familiar with the me-
chanics of darn failure and potential floods. This
expertise can be provided by a mix of professionals
from the darn safety engineering community and the.
emergency management field.

Status of Brochure

[J Preparation of the brochure will be the responsi-
bility of the staff of OEM and employees at CU
Colorado Spring. Publication was completed and
distribet during January 1993.

Workshops

Workshops are to be conducted in several regions of
the state. The workshops will provide, to as many in-
Status of Workshops

Four workshops were conducted and hosted by the
