<br />Dam Safety & Warning Subcommittee <br /> <br />(moderate) hazard darns has been inadequate. <br /> <br />The work group meetings identified two viable compo- <br />nents of a plan to increase the public's awareness <br />about darn safety and emergency planning related to <br />potential darn failure flooding. These components are: <br /> <br />[J Brochure(s) which will emphasize the impor- <br />tance of emergency preparedness concerning dam <br />failures, and <br /> <br />[J Workshops that will present the subject of emer- <br />gency preparedness planning and exercises. <br /> <br />Brochures <br /> <br />The first brochure is to be darn owner-specific and in- <br />clude the following: <br /> <br />[J advantages of having and exercising emergency <br />plans, <br /> <br />[J why dam owners are required to have a plan, in- <br />cluding the legal basis, <br /> <br />[J where owners can get assistance in preparing <br />plans, <br /> <br />[J who should have copies of the plans, <br /> <br />[J definitions of inundation maps, and information <br />on how to obtain them, <br /> <br />[J liabilities for not having a plan, and <br /> <br />[J dramatic examples of failures with and without <br />plans (preferably within Colorado). <br /> <br />The content of the brochure will be prepared by a <br />group of experts that understand and practice emer- <br />gency preparedness, and are familiar with the me- <br />chanics of darn failure and potential floods. This <br />expertise can be provided by a mix of professionals <br />from the darn safety engineering community and the. <br />emergency management field. <br /> <br />Status of Brochure <br /> <br />[J Preparation of the brochure will be the responsi- <br />bility of the staff of OEM and employees at CU <br />Colorado Spring. Publication was completed and <br />distribet during January 1993. <br /> <br />Workshops <br /> <br />Workshops are to be conducted in several regions of <br />the state. Participants are able to <br />prepare an emergency plan upon completion of the <br />workshop. <br /> <br />Status of Workshops <br /> <br />Four workshops were conducted and hosted by the <br />Colorado Division of Water Resources, Office of the <br />State Engineer, and the Colorado Division of Local <br />Government, Office of Emergency Management <br />(OEM) at the following dates and locations: <br /> <br />[J Thursday, September 3, 1992, at the Holiday Inn <br />in Grand Junction, <br /> <br />[J Wednesday, September 9, 1992, at the Hotel <br />Pueblo in Pueblo, <br /> <br />[J Friday, September 11, 1992, at the Holiday Inn in <br />Golden, and <br /> <br />c Friday, November 13, 1992, at the Red Lion Hotel <br />in Durango. <br /> <br />Over 275 attended the four workshops. Darn owners, <br />emergency managers, elected officials and others re- <br />ceived guidelines for preparing and exercising EPP's. <br />They also received infonnation about darn safety regu- <br /> <br />11 <br />
