Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 00-08-2l7P

The Honorable Noel 1. Busck
Mayor, City of Thornton
9500 Civic Center Drive
Thornton, CO 80229

Community: City of Thornton, CO
Community No.: 080007
Panel Affected: 0800lC0330 G
Effective Date of FEB 0 8 2001
This Revision:

102-I-C

Dear Mayor Busck:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) for Adams County, Colorado and Incorporated Areas (the effective
FIRM for your community), in accordance with Part 65 of the National Flood Insurance Program (NFIP)
regulations. In a letter dated April 19, 2000, Mr. Thomas C. Fairley, P.E., Principal Engineer, Kiowa
Engineering Corporation, requested that FEMA revise the FIRM to show the effects of placement of fill
and rechannelization of Niver Creek from just upstream of the confluence of Tributary L to
approximately 320 feet downstream ofInterstate Highway 25 (1-25), associated with the American
Furniture Warehouse development. This request also included a hydraulic analysis of an existing 8-foot
by 4-foot reinforced-concrete box culvert under 1-25. This request follows up on a Conditional Letter of
Map Revision dated October 17, 1997.

All data required to complete our review of this request were submitted with letters from Mr. Bill
DeGroot, P.E., Chief, Floodplain Management Program, Urban Drainage and Flood Control District;
Mr. Stephen Brown, Project Engineer, also with Kiowa Engineering Corporation; and Mr. Fairley.

We have completed our review of the submitted data and the flood data shown on the effective FIRM.
We have revised the FIRM to modify the floodplain boundary delineations of the flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along Niver Creek from
just upstream of the confluence of Tributary L to approximately 100 feet upstream ofI-25. As a result of
the modifications, the width of the Special Flood Hazard Area (SFHA), the area that would be inundated
by the base flood, for Niver Creek increased in some areas and decreased in other areas. All increases in
SFHA width occur within the American Furniture Warehouse property, and no insurable structures are
affected. The base flood is contained in the channel from approximately 250 feet upstream ofthe
confluence of Tributary L to approximately 400 feet downstream ofI-25. The modifications are shown
on the enclosed annotated copy of FIRM Panel 0800lC0330 G. This Letter of Map Revision (LOMR)
hereby revises the above-referenced panel of the effective FIRM dated August 16, 1995.

We will not physically revise and republish the FIRM and Flood Insurance Study (FIS) report for your
community to reflect the modifications made by this LOMR at this time. When changes to the
previously cited FIRM panel and FIS report warrant physical revision and republication in the future, we
will incorporate the modifications made by this LOMR at that time.
