PREFACE

This Hydrology Addendum is part of a program by the Colorado Water Conservation Soard
(CWCS) to make approximate floodplain maps prepared by the Federal Emergency Management
Agency (FEMA) easier for local governments to useo This CWCS report provides limited
engineering information to support the approximate delineations on the FEMA maps, and it
provides floodplain management information to guide the local governments in the use of the maps,

The official floodplain information for Logan County is the Flood Insurance Study (FIS), dated
September 29. 1989, The FIS was prepared by FEMA, however it does not include any engineering
information to describe basis of the approximate floodplain mapping, The initial purpose of this
report, therefore, is to provide the County with limited supporting information for the approximate
floodplain delineations, This Hydrology Addendum includes a description of available hydrologic
information for the South Platte River. Sand Creek, Pawnee Creek, and the Pawnee Creek
overflows developed for various floodplain studies and for the FIS. New hydrologic information
has been provided by the CWCS for other approximate floodplain delineations shown on the
County's floodplain maps, In addition. the Hydrology Addendum gives the County some basic
information about floodplain management and it gives some alternatives that could be considered in
formulating and implementing its floodplain management objectives,

~

A second function of this report is to assure that the FIS meets the basic technical requirements for
designation and approval by the CWCS, Without the inclusion of the hydrologic information, the
approximate floodplain information on the Logan County FIS cannot qualify for CWCS
designation. Colorado statutes require that local governments obtain from the CWCS the
designation and approval of floodplain information for its use in regulatory purposes, This
Hydrology Addendum provides a means for the FIS to meet that statutory objective,

~
