United States Department of the Interior

IN REPLY REFER TO,
Mr. Larry Lang

Colorado Water Conservation Board

1313 Sherman Street, Rm 721

Denver, CO 80203

U.S. GEOLOGICAL SURVEY
Box 25046 M.S. 4-1 V--
Denver Federal Center
Denver, Colorado 80225
June 11, 1998

Dear Mr, Lang:

Enclosed is a copy of a study "Regional Paleoflood Investigation to Assess Topographic Effects of
the Palmer Divide on flooding in Eastern Colorado," which has just received USGS Director's
approval for submission to ASCE's Journal of Hydrologic Engineering. The study was conducted
to assist dam-safety officials and flood-plain managers in assessing the spatial variability of
large floods in eastern Colorado, Paleoflood techniques were used to estimate the magnitude and
approximate ages of prior maximum flooding from evidence preserved in the floodplain, A
hypothesis was tested to assess the effects of topography on flooding in streams draining from
the Palmer Divide. Paleoflood data can be used to complement meteorologic, hydrologic, and
engineering methods to improve estimation of the magnitude and frequency of floods. Study
results provide ideas to help resolve flood hydrology issues in eastern Colowdo and specifically
for Cherry and Box Elder Creeks. The results of this study also are being used to help improve
flood-regression relations being developed for eastern Colorado by Ed Vaill of the U.S. Geological
Survey for the Colorado Department of Highways, If you have any questions or comments,
please call me at 303-236-6447.

~~

Robert D.
