<br />IINTRODU~CTION . <br /> <br />- - -. <br /> <br />The comprehensive Flood Response Plan (FRP) has been developed for <br />Otero County for the Arkansas River basin, A Technical Addendum is <br />provided under separate cover which contains detailed information regarding <br />the hydro-meteorological data and analyses used to formulate the FRP, <br /> <br />The Otero County FRP is designed to reduce the potential for loss of life <br />resulting from floods on the Arkansas River basin as it travels through Otero <br />County, This FRP was developed under the guidance of the Colorado Water <br />Conservation Board. Otero County, Otero County Public Works, Otero County <br />Emergency Services and the City of La Junta, The FRP and Technical <br />Addendum were prepared by Henz Meteorological Services. Denver, <br />Colorado. <br /> <br />Otero County Flood Response Plan <br /> <br />The FRP for Otero County is intended to function as a stand-alone document, <br />and to be added as an Appendix to the Flood Preparedness Plan for the City <br />of La Junta & North La Junta in Otero County, Colorado (Corps of Engineers, <br />Albuquerque District, 1993) and other existing County and City All Hazards <br />Response Plans, <br /> <br />J <br /> <br />NOTE: THE USER SHOULD READ THE ENTIRE FRP CAREFULLY <br />AND SHOULD BE AWARE OF ALL ELEMENTS OF THIS PLAN, <br />INCLUDING STRENGTHS AND WEAKNESSES, AND INDIVIDUAL <br />RESPONSIBILITIES. THE FRP AND TECHNICAL ADDENDUM IS <br />USEFUL AS STEP ONE IN DEVELOPING A FLOOD WARNING <br />SYSTEM FOR OTERO COUNTY, HOWEVER, THE POSSIBILITY OF <br />INADVERTENT ERROR IN DESIGN OR FAILURE OF EQUIPMENT <br />TO FUNCTION EXISTS AND MAY PREVENT THE SYSTEMS FROM <br />OPERATING PERFECTLY AT ALL TIMES. THEREFORE, NOTHING <br />CONTAINED HEREIN MAY BE CONSTRUED AS A GUARANTEE OF <br />THE SYSTEM OR ITS OPERATION. OR CREATE ANY LIABILITY ON <br />THE PART OF ANY PARTY OR ITS DIRECTORS, OFFICERS, <br />EMPLOYEES OR AGENTS FOR ANY DAMAGE THAT MAY BE <br />ALLEDGED TO RESULT FROM THE OPERATION, OR FAILURE TO <br />OPERATE, OF THE FRP SYSTEMS OR ANY OF ITS COMPONENT <br />PARTS. THIS CONSTITUTES NOTICE TO ANY AND ALL PERSONS <br />OR PARTIES THAT HENZ METEOROLOGICAL SERVICES OR ANY <br />OFFICER, AGENT, OR EMPLOYEE THEREOF, SHALL NOT BE <br />LIABLE FOR ANY INJURIES OR DAMAGES OF WHAT EVER KIND <br />THAT MAY RESULT FROM THE RELIANCE ON THE TERMS AND <br />CONDITIONS OF THIS SYSTEM AND FRP. <br /> <br />~1 <br />
