<br /> <br />Stage 4 - Post Flood Recovery Activities <br /> <br />l~oc_ ~CTI~NS R~QUIRED <br />I <br /> <br />Once the flood has subsided, <br />damage to property and the social <br />impacts on the city will be assessed <br />and reported. This assessment will <br />determine what recovery activities <br />will be required. State assistance <br />should be requested through the <br />Otero County Emergency Services <br />Director and the County <br />Commissioners. <br /> <br />Post flood recovery activities are a <br />logical transition to the City and <br />County's local flood hazard <br />mitigation plans. The City and <br />County should utilize the plans to: <br /> <br />1.) <br /> <br />Select recovery and <br />mitigation alternatives, and, <br /> <br />2.) <br /> <br />Implement the alternatives in <br />a timely manner. <br /> <br />Key, General Activities <br /> <br />Ii Eliminate hazards <br />Ii Assess damage and apply for aid <br />Ii Remove debris and mud <br />Ii Return equipment and materials <br />Ii Resume normal activities <br />If Provide for homeless <br /> <br />I Eliminate Hazards <br />1. Inspect homes for safety hazards, <br />2. Determine if power and gas are shut off. and if <br />not. shut them off, if necessary <br />3, Treat all electrical items with greatest respect. <br />4, Determine if submerged utilities. electric lines, <br />gas lines, etc., pose a hazard, <br />5, Check if water supplies are contaminated and <br />arrange for water supplies as needed. <br /> <br />See Table 1. Agency Phone Numbers <br /> <br />J <br />I <br /> <br />I Assess Damage and Apply for Aid <br />1. Contact the Colorado Dept. of Emergency <br />Services and arrange for state aid, <br />2. Contact Colorado Water Board to assist in <br />flood documentation, Le" high water marks, <br />rainfall amounts, hydrographs. etc, <br />3, Contact Governor's Office, <br />4, Begin structure-by-structure damage <br />assessment as soon as water has receded <br />and it is safe to proceed, <br />S, Take photographs of flood damage and <br />effects on local facilities, <br /> <br />I Remove Mud and Debris <br />1. Contact La Junta Public Works, <br />2. Contact Colorado National Guard, <br />3. Contact local and state contractors, <br /> <br />I Provide for the Homeless <br />1. Check with Red Cross on the numbers of <br />homeless and determine needs for shelters, <br />food and supplies, <br />2. Check with local hospitals for assistance <br />3, Establish information areas for displaced <br />residents. <br />4.
