Pueblo County, Crowley County <br /> <br />b) EMWIN USGS GOES Stage Gauges are 10 to 12 feet between Nepesta and Apishapa <br /> <br />c) River Watcher Staff Gauges are 10 to 12 feet anywhere between Fowler and Timpas Creek <br /> <br />d) Go to Stage 3 immediately, if any observations exceed 12 feet <br /> <br />Potential Problems: Depending on flood zone, flooding of North La Junta, portions of La Junta, local roads <br /> <br />I ACTIONS REQUIRED I <br /> <br />Establish EGC at La Junta Fire Station <br />EOC Phone No, iSI 719 <br /> <br />1. La Junta Fire Chief opens Emergency Operations <br />Center (EOG) and insures representation from: <br />. Sheriff <br />. Public Works <br />. Emergency Services (EMS) <br />. County Commissioners <br />. La Junta Police <br />. State Patrol <br />. La Junta City Manager <br /> <br />2. EOC Staff or Emergency Manger will use the USGS <br />phone or Internet site to monitor stage gauges at: <br />. Fountain Creek (FCHCs. FOUMOUCO) <br />. Avondale (11-ADLC2, ARKAUOCO) <br />. Nepesta (12-NPT2, ARKNEPCO) <br />. Apishapa River (APAC2. AP1 FOWCO) <br />. Catlin Dam (13-CDM2, ARKCATCO) <br />. Rocky Ford (14-ARCC2. ARC ROCCO) <br />. La Junta (15-LVHC2, ARKLAJCO) <br /> <br />3. Commissioners. La Junta Fire Chief, Sheriff and <br />La Junta City Manager determine need for <br />evacuation once crest is within 12 hours, based <br />on observed and forecast Arkansas River crest <br />heights to exceed 12 feet. <br />. Assess need for evacuations based on forecast <br />and observations. <br /> <br />. Issue a statement to the public. <br />. Base decision on combination of observations, <br />and NWS predicted stage heights, <br /> <br />4. Emergency Manager will: <br />. Review the Flood Response Plan <br />. Use EMWIN and/or phone contact with NWS- <br />Pueblo to obtain forecast stage heights for <br />Arkansas River and tributaries. <br />. Contact NWS-Pueblo and establish dialogue. <br />. Monitor flood stages at Fowler, Manzanola, <br />Rocky Ford and Swink from River Watchers. <br />. Contact Radio Stations KTHNI KBLJ. <br />. Use Table 2. to plot Otero County River <br />Watchers' observations and NWS forecasts of <br />Arkansas River flood stage height. <br /> <br />~7 <br />
