The <br />expenditure of public funds by the UD&FCD and cooperating entities requires that the <br />most feasible potential flood control plans are identified for implementation. <br />Traditionally, flood control projects have been undertaken with the basic objective of <br />reducing or preventing damage to property. In the screening of alternatives for Direct <br />Flow Area 0054, twelve additional objectives have been considered, (Reference G). <br /> <br />1. <br /> <br />2. <br /> <br />3. <br />4. <br />5. <br /> <br />6. <br />7. <br />8. <br />9. <br />W<' <br />vU. <br /> <br />12. <br /> <br />To reduce flood damage and maintenance requirements to public and private <br />property and facilities. <br />To enhance the value of land and other property in adjacent neighborhoods. <br />To improve the visual impact and aesthetic quality of the urban landscape. <br />To improve water quality., <br />To preserve the ecological and environmental values of natural floodplain <br />ar eas. <br />To reduce the threat to life from floods. <br />To reduce drainage and flood related health hazards. <br />To enhance recreational opportunities. <br />To reduce public inconvenience. <br />To reduce potential traffic hazards due to flood waters. <br />To facilitate emergency vehicle movement. <br />To utilize public funds effectively. <br /> <br />The flood control plans considered for implementation of DFA 0054 include the <br />following: <br /> <br />A. Maintain the existing configuration. <br /> <br />vB'. A natural type waterway (where feasible) following the general historic <br />channel determined from old aerial photographs, old mapping, and from local <br />records. <br /> <br />C. The installation of major underground conduits along the general course of <br />the historic stream channel, using local right-of-way whenever possible. <br /> <br />D. The use of lined flood channels to reduce right-of-way requirements. <br /> <br />E. Selected or limited structural improvements or additions (culverts, bridges, <br />irrigation crossings, etc.) and channel improvements (re-alignment, erosion <br />control, low flow protection, maintenance access velocity control, and so <br />forth). <br /> <br />F. Detention and/or retention facilities. <br /> <br />A. Acquisition of flood prone properties and relocation of occupants. <br /> <br />V-I <br />
