<br />1.3 Coordination <br /> <br />On January 16, 1984, Dames & Moore was instructed by FEMA to proceed <br />with an existing data study for the City of Ouray, Colorado, using <br />the detailed study data for the Uncompahgre River from the FPI <br />for Ouray County. <br /> <br />In preparing the Ouray County FPI, the Colorado Water Conservation <br />Board and the U.S. Geological Survey were contacted to obtain flow <br />records of the Uncompahgre River. Additional information and data <br />used in the FPI were provided by the Colorado State Department of <br />Highways, the National Oceanic and Atmospheric Administration, the <br />U.S. Soil Conservation Service, the Ouray Herald, the Montrose <br />Daily press, and the Ouray County Plaindealer. <br /> <br />The final community coordination meeting was held on August 14, <br />1984, and was attended by representatives of FEMA, the City of <br />Ouray, and Ouray County. NO problems were raised at the meeting. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated areas of the <br />City of Ouray, Colorado. The area of study is shown on the Vicinity <br />Map (Figure 1). <br /> <br />Flooding caused by the Uncompahgre River was studied in detail <br />from the northern corporate limits to a point approximately 1.9 <br />miles upstream. <br /> <br />The areas studied by detailed methods were selected based on the <br />extent and validity of available hydrologic and hydraulic data. <br /> <br />portland and Cascade Creeks were studied by approximate methods <br />from their confluences with the Uncompahgre River to points approxi- <br />mately 2,720 feet and 2,650 feet upstream, respectively. <br /> <br />Approximate analyses were used to study those areas having a low <br />development potential or minimal flood hazards. <br /> <br />2.2 Community Description <br /> <br />The City of Ouray is located in southern Ouray County, in south- <br />western Colorado. Durango, Colorado, is approximately 73 miles to <br />the south and Grand Junction, COlorado, is approximately 100 miles <br />to the north. unincorporated areas of Ouray County surround the <br />city. <br /> <br />The 1980 census lists the population at 684. A decade earlier the <br />population was 741 (Reference 2). <br /> <br />2 <br />
