Specific tasks were performed according to the terms of the contr..ct dated December 15, 1918, between the Colorado Water Conservation Board and Water Resources Consultants, Purpose and Scope The ColoradO Water Conservation Board has the power and duty: The purpose of this study is to develop a planning tool which can be used by Elbert County and the Town of Elizabeth to regulate the land uae of areaS within the floodplain, to identify the cxistin~ drainage problems within the Town of Elizabeth, and to develop a plan for drainage improvements. Limiting the allowable uses of floodplain areaS reduces flood damages and provides protection to both human life and property. Inc. The flnod hazards potentially affecting the Town of Elizabeth consist of two aources. The first souree is Running Creek, a Isrge drainAge chAnnel which is located adjacent to the eastern town limit. The second sourCe includes the two major droina.~e channels whic~ flow through the town. The major drain- ageways 1n Elizabet~ have recently been named the Kennett Drainage snd the Pine Ridge Drainage.
