Only those building" which are below the atreet grade have experienced water damage. Interviews with long ti~ Elizabeth residents provided the most valuable in.ight into paat flooding problems. The comments concerning past flooding are summarized 1n the following statements: In the 1930'. several small flood. damaged the streets in town. Water flowed down Klow" Avenue "nd into 3 or 4 of the bu.ineues. A flood detention dam W9. built sometime between 1938 and 1941 to reduce flood potential. The detention dam has been effective over the years in the opinion of those interviewed. Although the spillway Slze was inadequate by today's stsndards, the dam was never threstened. The detention dam was modified in 1976 in ~onjun~tion with land develop- ment along the Kennett Drainage. The re.e~voir wu~ excavuled, the apillway was enlarged, and the dam ~rest was lowered. According to personnel from the Soil Conaervation Service, who reviewed the modified dam design, the new dam ia lea. hazardous and less likely to fail than the old dalO. It is estimated that wate~ flowed over the spillway of the old dam three times or about once every ten years on the average. Wsrer nearly filled the new reservoir in July 1978, but did not flow ove~ the spillway. -43. -44-
