In a letter dated March S, 1999,
Ms. Terri L. Fead, P.E., Taggert Engineering Associates, Inc., requested that FEMA revise the FIRM and
FrS report to show the effects of more detailed topographic data; a revised hydraulic analysis of the existing
culvert at East Arapahoe Road; construction of a bridge at East Peakview A venue, a culvert under a
pedestrian bridge just downstream of East Peakview Avenue, and a culvert at East Caley Avenue; and
channel modifications, including grading, between East Arapahoe Road and East Caley Avenue.

All data required to complete our review of this request were submitted with letters from Ms. Fead.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modify the elevations and floodplain and
floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Cottonwood Creek from just downstream of East Caley Avenue to just
downstream of East Briarwood Avenue. As a result of the modifications, the base flood elevations (BFEs)
for Cottonwood Creek and the widths of the Special Flood Hazard Area (SFHA), the area that would be
inundated by the base flood, and the regulatory floodway increased in some areas and decreased in other
areas. All affected property owners have been notified. During our review, we discovered that the
Floodway Data Table for Cottonwood Creek had been inadvertently omitted from the effective F1S report,
that East Peakview Avenue was inadvertently labeled as East Weaver Avenue on the FIRM, and that East
Parkview Avenue does not exist at the location shown on the effective FIRM. In addition, our review of
the Letter of Map Revision (LOMR) issued January 15, 1996, revealed that "base flood contained in
culvert" labels were inadvertently omitted along Cottonwood Creek at East Briarwood and East Easter
Avenues. This LOMR includes the Floodway Data Table, correct road names and orientations, and
appropriate culvert labels. The modifications are shown on the enclosed annotated copies of FIRM
Panel(s) OS005C0480 J; Proftle Panel(s) 45P, 46P, and 47P; and affected portions of the Floodway Data
