Table 1
General Procedure for Levee Design

Step Design Task
I Obtain detailed topographic information for the area of interest. A contour interval of 2
feet is preferred,
2 Collect geological data for subsurface soils along the proposed levee alignment and
potential borrow material areas,
3 Perform geoteehnical testing and analyses to determine foundation soil parameters, soil
profiles, and strengths of foundation materials,
4 Perform geoteehnieal testing and analyses to determine soil parameters for suitable
borrow areas and embankment seetions,
5 Estimate embankment quantities for the project, and define borrow areas for the
embankment material.
6 Divide the levee system into reaches of similar foundation conditions, and perform the
following analyses for each reach: underseepage, through seepage, slope stability, and
settlement.
7 Design embankments and special treatments as needed to mitigate any problems found
in step 5,
8 Compute final quantities needed for the projeet, and determine final borrow area
loeations,
9 Design embankment slope protection as needed,
10 Create final construction drawings, specifications, and an inspection and maintenanee
manual.

Technical Criteria: Specifie criteria regarding levee geometry are presented in Table 2,
CWCB staff may oceasionally approve variances providing that sufficient teehnical baekup data
is submitted to justify the requested deviation from the reeommended eriteria. See attaehed
figure 1 for a typical levee cross-section,

Item Criteria
Top width Ten (10) feet
Side Slopes 3Hto IV
Freeboard Three (3) feet above the design water surface profile, The design water
surface profile is based on hydraulie determinations for the selected flood
frequeney (i,e, lO-year, 25-year, 50-year, or lOa-year flood event),

Table 2
Recommended Levee Criteria

2
