The CMS\VS used two criteria to identity business candidates: I) the business must he <br />located in the floodplain; and 2) when the business is subjected to a lOG-year flood (flood with a I percent <br />chance of occurring in any given year), the flood level must not be above four feet. Tbe rationale - flood- <br />proofing is most effective when flood levels in a building are less than four feet. <br /> <br />\ <br /> <br />The CMS\VS used the agency's flood modeling capabilities to <br />identifY a pool of 35 businesses in Cbarlotte-~Iecklenburg <br />County that fit this criteria. Letters were sent to each business <br />owner, explaining the nature and purpose of the program; tbe <br />\'lIlnerability of the businesses to flooding; and the potential <br />benefits of business participation.
