<br /> <br />Acquisition/Relocation of Flood-Prone Properties <br /> <br />The principal recommendation of the Flood Hazard Mitigation Plan was the acquisition and relocation of <br />t1tirty homes and 86 residents from the Anne-Marie and Elizabeth Drive neighborhood, and the nursing <br />home, A phased approach was adopted, and the project was launched in the Fall of 1996 ",ith the acquisi- <br />tion of 30 homes and two residential lots for $2.3 million, <br /> <br />A Multi-Objective Approach to Hazard Mitigation <br /> <br />At the OUl,et of the planning process, the TO"'lI of Boone - in pannership with the NCE~m, 'ionh Carolina <br />Di,ision of Community Assistance and FHL-\ - recognized the opponunity to use the Flood Hazard Mitiga- <br />tion Pllm as a vehicle to address several community objectives: <br /> <br />Provide Affordable HOl/sing. like <br />many other Nonh Carolina communities, <br />Boone is experiencing a shonage of <br />affordable housing, A third community <br />objective that is being addressed through the Boone AcquisitionJRclocation Project is the pro;ision of safe <br />homes for low- to moderate-income families, The 30 residential structures that were acquired with HMGP <br />funds were sold to the Nonhwestern Regionalllousing Authority (NRIl~), a private non-profit corporation. <br />1\velve of the houses have been placed on land oUl,ide of the floodplain in the White l.aurel affordable <br />housing development. The Acquisi- <br />tionJRelocation Project is the center- <br />piece of a comprehensive program to <br />reduce the flood hazard in the TO\m of <br />Boone and nearby area. Other features <br />of the flood hazard reduction effon <br />include: I) storm water management on <br />a watershed basis; 2) capitai improve- <br />ments for dntinage; and 3) the adoption <br />and enforcement of stringent and <br />consistent flood and storm water <br />management policies and practices to <br />ensure that Boune's flood hazard does <br />not increase. <br /> <br />Develop an Open Space Park. The <br />severe shonage of recreational facilities <br />in the Town of Boone presented a <br />second opponunity for the multi- <br />objective planning effon - to use the 3; <br />acres of newly vacated floodplain as an <br />open space park A Master plan was <br />prepared that calls for a multi-purpose <br />park with a flood resistant pavilion for <br />concens and festivals; flood-resistant <br />restrooms; and facilities to suppon <br />soccer, softball, biking, picnics, and <br />many other acti,ities, <br />
