<br /> <br /> <br />Figure 2.3 These photos show a house in Belhaven prior to elevation. with the 5100t flood water line indicating how high <br />thejlooding would bave reached if the bouse bad not been elevated (sbown at rigbt). <br /> <br />over seven feet in Belhaven, FEr.L-\ inspected over 460 damaged homes in Belliaven and <br />another 850 in Washington, <br /> <br />THE lOSSES AVOIDED BY <br /> <br />Wilh the level of flooding caused by Fioyd, every house that was eievated or acquired by <br />the program would have been inundated by the floodwaters, Without these mitigation <br />measures in place, flooding would have been over five feet deep in several homes, It is <br />estimated that over one-third of tile elevated homes would have been substantially <br />damaged, Given the relatively low property values in the region, it is likely that these <br />substantially damaged homes would have been demolished and replaced, <br /> <br />ELEVATING AND ACQUIRING <br /> <br />THE FLOOD PRONE PROPER- <br /> <br />TIES IN WASHINGTON AND <br /> <br />BElHAVEN ARE ESTIMATED <br />TO BE OVER $3 MilliON. <br /> <br />The losses avoided by elevating and acquiring tbe flood prone properties in Washington <br />and Belhaven are estimated to be over $3 million, as reflected in Table 2,2, The reduc- <br />tion in the repair and replacement cost of damaged homes accounled for almost two-thirds of the avoided <br />losses, The building/replacement cost estimates were based on the average construction costs of the region <br />and damage fonnulas developed by FEIIL-\, For Belhaven and Washington, the average construction cost <br />ranged from $40 to $65 per square foot, depending on the ljpe and quality of the home. The NCEMD also <br />customized the flood damage fonnulas lO reflect the local building conditions of Beaufort County, <br /> <br />Over $500,000 in losses associated \Vith damaged contents were avoided due lO the mitigation actions, <br />Content losses were computed using the value of the building contents and special damage fonnulas devel- <br />oped by FEMA.
