<br /> <br /> <br />Stf'dtegies to Promote Sustainable Environment <br /> <br />Strategies are guided by two goals - to reduce emironmental impacts, and to reduce natural system impacts. <br />Stmtegies to promote a sustainable emironment include: <br /> <br />. to relocate and probibit unsafe land use activities from taking place in hazard-prone <br />areas, nr areas that are emironmentally sensitive <br /> <br />. to maintain and restore the natural mitigation function of floodplains, When used in <br />conjunclion "ith other mitigation tools such as acquisition, elevation-in-place, and land <br />use planning, the maintenance of natural systems offers an effective, long-lerm slrategy <br />to reduce multiple objectives <br /> <br />. to acquire environmentally sensitive areas, such as floodplains, wetlands, barrier <br />islands, dunes and marshlands, to minimize exposed development in these areas <br /> <br />In summary, a community's exposure to natural hazards is an important dimension of the sustainability of <br />cities and communities, The aftermath of Hurricane Floyd and Hurricane Fran dramatically illustrates the <br />vulnembility of coastal, as well as inland, communities to the forces of wind, slorm surges, coastal erosion, <br />and flooding, <br /> <br />Measuring Success builds on the goals of the HMPlto provide a framework for integrating mitigation tnols <br />and techniques into a community-based strategy to reduce long-term risk. Hurricane Floyd provides an <br />opportunity to examine the losses avoided as a result of the adoption of ntitigation measures following <br />Hurricane Fran, including acquisitions and/or in-place elevation of flood prone properties, The follo"ing <br />section examines the first element of a sustainable community - housing, <br /> <br />Figure 1.8 <br />Through the use of <br />GIS, communities <br />can maintain a <br />database of hazard- <br />ous materifll~' that <br />are l.ocated in tbe <br />floodplains, In the <br />process, communities <br />can promote <br />mitigation measures <br />that minimize <br />potential releases of <br />hazardous materials, <br />therehy hoth reducing <br />flood-hazard ri"k and <br />environmental <br />damages. <br /> <br />19 <br />
