I <br /> <br /> <br />."'t <br /> <br />The following section prmides a fr.unework for creating sustainable communities, The framework has four <br />dimensions: Housing, Business, Critical Facilities and Infrastructure, and the Environment. Hazard mitiga- <br />lion policies, programs and strategies can be organized into these four categories, and implementation <br />strategies can be evaluated based on the criteria ontlined above, <br /> <br />SUSTAINABLE HOUSING <br /> <br />Honsing is a defining characteristic of a community, Spatially and visually, housing makes up a major part of <br />the community's landscape. Socially, our communities are a collection of neighborhoods - old and new- <br />that prmide a sense of place, Economically, housing and jobs arc two pillars of a vibrant community, living <br />in decent housing provides security, comfort, and a safe environment. <br /> <br />The 10ng.teOll housing goal of a sustainable community is to provide equal access to <br />decent and affordable housing for the citizens of the community that meets tbeir needs, <br />and is safe from the effects of natural and technological hazards. <br /> <br />Figure 1.3 <br />flllegrating Hazard <br />Mitigation and <br />Sustainable <br />De,~lopmenf <br /> <br />TH E LONG-TER M HOU 51 NG <br /> <br />GOAL OF A SUSTAINABLE <br /> <br />Indicators of Sustainable Housing <br /> <br />COMMUNITY IS TO PROVIDE <br /> <br />EQUAL ACCESS TO DECENT <br /> <br />AND AFFORDABLE HOUSI NG <br /> <br />Indicators are used to measure whether progress is being made in achieving goals and <br />objectives, Ideally, indicators provide information on changes in a community that may <br />have occnrred as a resnIt of programs and services that have been carried out - the <br />community resnlt. Measuring Success addresses the safety aspect of snstainable housing. <br />Indicators indude: <br /> <br />FOR THE CITIZENS OF <br /> <br />THE COMMUNITY THAT <br /> <br />MEETS THEIR NEEDS, <br /> <br />. number or percentage of households living in unsafe areas <br /> <br />AND IS SAFE FROM THE <br /> <br />EFFECTS OF NATURAL AND <br /> <br />. number or percentage of households living in unsafe structures <br /> <br />TECHNOLOGICAL HAZARDS. <br /> <br />. number of repetitively damaged houses <br /> <br />. percentage of households that carry flood insurance <br /> <br />11 <br />
